John MacGregor is a graduate of the University of Glasgow and the University of Oxford (St Hugh’s college). He called to the bar in 2007 and was appointed King's Counsel in 2020. He specialises in commercial and public law. He has significant experience in public procurement law, having acted in most of the significant Scottish cases in the past decade. He has been a standing junior counsel to the United Kingdom Government since 2009 and was appointed to the Equality and Human Rights Commission’s “A panel” of counsel in 2015.

In addition to his work at the bar, he is a chair of the Mental Health Tribunal for Scotland and sits as a legally qualified chair of the Medical Practitioners Tribunal.
